The job should go to whoever has the best connect with the QB, that's the job and if that's Moore, why not give him a shot? What if, through his connection with Prescott, they can see the field and the D the same? That's what McVay did with Goff and what Nagy has done with Trubisky.
The Cowboys are about to make Prescott the QB of the near future of this team and the objective is to get the best guy to connect with him. Did y'all happen to catch the chemistry on the sideline, or lack thereof, between Prescott and Linehan after a bad series? Good series? No problem, but I watch that kind of stuff and there was little eye contact coming form the QB and that is not good.
They're not looking to hire an OC; they're looking to hire the QB his guy. Just like these other teams they've seen help the QB progress. This isn't about the offense; it is about the QB that they're getting ready to make rich.

I don’t have a problem with making Moore OC. Has he earned it? No, not by a long shot but I do know the kid has a keen mind for football, even if his arm didn’t cooperate with his decision-making abilities when he was playing for Dallas. He did call good audibles but didn’t have the tools himself nor on the offense to execute plays a large part of the time. Plus, I don’t think he’d be the safe, bland playcaller that Linehan was. There’s absolutely no way the kid hasn’t heard how tired Cowboys fans are with that approach. Personally I think he’s got the football smarts to make the most of what this offense’s strengths are.

Kellen Moore has one year of coaching experience period. To move him to OC is insane. I think this is just some nonsensical rumor being floated for clicks. No way Jerry can see what Richard has done to the defense and think about one of these buddy hires, especially with Dak's contract coming up.

Garrett became an OC and Assistant Head Coach after being a QB coach to the likes of Jay Fiedler and Cleo Lemon for a single season, so who knows.

I’m not arguing for it against the guy. I just don’t think it’s fair to conclude he’s a terrible coach just because he wasn’t a good NFL QB.
Considering the amount of hate some people on the forum have towards Dak and his performance, I'd say a good portion of those concluding he was terrible are doing so partly because they feel Dak was terrible.
