No, sacks are not counted as tackles for a loss.

Spears finished third on the team in total stops behind the line of scrimmage (sacks plus TFLs) with eight. Ware had 22, and Ellis had 13.5.

Then how can you even judge Spears? He is taken out on most 3rd downs.

He is a good player. He is not great. The team is better with him on it than without him. I have no problem if Hatcher or anyone else can step in and replace him. Then he becomes quality depth instead of a starter. Nothing wrong with that. I am not for just letting him go and that has been suggested in the recent past.

You can have big plays on first or second down. A big sack on either of those downs can change what the offense tries to do on third and long. A Parcells run offense always runs a draw on third and long then punts on 4th, so a sack on first or second is a good play.
