Should the league treat each ball like a separate incident, like they are doing with Hardy?

Prior to the rule change, Brady fumbled 9.4 times per season (a 5 year sample). After the rule change, he has fumbled 6.1 times per season. What you see as some sort of proof of nefarious intent, knowledgeable football fans see as just the progress of a QB getting better at ball security as a veteran than as a rookie.
But Brady is the before and after constant. Look how New England's fumbles alone changed after the rule, when other teams' didn't.

New England's improvements are largely because Brady fumbled much less, but the fact that Brady improved doesn't mean they were using deflated balls. This is exactly why I mentioned Romo. Romo fumbled a lot more at Texas Stadium than he has at Cowboys Stadium. Is the difference really the fact that he is not playing "indoors" where he wouldn't have been "indoors" before?

They've been to 6 Super Bowls, twice as much as their next highest team(s). They've won 4 Super Bowls, twice as much as the next highest team(s). They have won their division 12 of the past 14 years - and in the 2 years they didn't win it, they were tied with the division winner and lost on tie breakers.
