The report concluded in its "more probable than not" vernacular that Belichick and Kraft didn't know.Did it conclude he didn't know, or just couldn't prove he didn't know? I seriously doubt he didn't know, but if he never got near the balls, you can't say he did unless someone comes out and says he did.
That's what I've said all along. I don't think Kraft or Belichick necessarily knew. But it's contradicts logic and common sense that Brady, McNally and Jastremski didn't know.
I think the league will have a hard time punishing Belichick when the report concluded Belichick didn't know.
