It will burn to a DVD.
However, your DVD authoring software may not be able to convert an MP4 file type to a DVD file type.
This is what I do. I burn it to a DVD disk as a data file. By doing this, you are simply transferring it from your PC to a disk. There are several benefits in doing it this way. One, you free up the HD space on your PC. Two, the file is never converted, so it is transfered quickly. Three, because it is never actually converted, you don't lose any quality.
I have a DVD player that plays divx, mpeg, mp4, xvid etc. So there is never a need for conversion. These DVD players can be purchased for as little as a hundred dollars now. So that is what I would do if I were you.
You can also connect your PC to your TV, and play the files on your TV just as you would your PC. I have a large LCD TV so it looks fantastic.
Converting a HD video to a DVD file, degrades the image quality. With either of the above approaches, you avoid that. Plus, you can put three MP4 HD files on one DVD disk as data files. I actually have a double layer DVD drive so I can put as many as six games on one disk. I have all of last seasons games on three DVD's and play them in their original state, so no image quality is lost. And then of course I have them all backed up on external hard disks.
If you insist on converting them, then you will need a video converter application such as Any Video Converter. You can convert it to an mpeg file type and then burn that file with a standard video authoring tool such as NERO.
