Bob Hayes would have run under 4.2 if there was such a thing back then. Randy Moss ran a 4.25. Devin Hester a 4.24 and Tyreek Hill a 4.24 as well. Speed is no guarantee of success, but it helps quite a bit. The thing about a guy with speed is not what he can do catching passes or running sweeps. Its also how his speed affects the defense to that others can succeed.
The Eagles have 2 sub-4.3 guys now and DeSean Jackson who ran a 4.35. Clearly they are trying to copy the Chiefs.

Diggs did not run at the combine, but he is not reputed to be a fast guy. I doubt he runs under 4.5
For what it's worth Byron Jones ran a 4.40 on h is pro day.
The best corner in the league in Stephen Gilmore ran a 4.4 about 8 years ago. Chances are he's even slower now. 40 times is not a reflection of how you will play in this league.
