It must come out of the players compensation which must always be shared with the NFLPA and the League, whether there are fines being deducted or not. Player compensation is audited on a continuous basis so the other 31 teams know a franchise is not cheating and the NFLPA knows its members are being compensated appropriately in deference to their agreement with the team. So, yes, they can verify that it’s been paid and see the deduction from the player’s compensation.But they can't verify who paid them.

Both the team and the player know that a seven-year deal isn't a seven-year deal. It's a three- or four-year deal that the player lets be longer because it gives the team flexibility for spreading out bonuses and restructuring purposes.How is it team friendly when he wants a new deal before the contract expires?
