Actually his cap number would go down by 1m this year and only raise 12m next year from 20m to 32m.

Either way it doesn't matter after this year. He has no more guaranteed money owed to him after 2015.

Dallas Cowboys quarterback Tony Romo restructured his contract and will save the team $13 million in cap room, according to Rand Getlin of Yahoo! Sports.

In the latest estimations from the NFL Players Association, the Cowboys had just over $2 million of available cap space. Romo was due to count $27.773 million against the cap in 2015 and more than $80 million over the subsequent four seasons. Details of the restructure have not yet been revealed, but they will presumably allow the team flexibility to make moves for the remainder of the 2015 offseason.

Lol no it wasn't . He only counts 3 million against the cap , and the rest is incentive based (won't have to be paid until the seasons over) Hardy isn't even guaranteed a thing . What are you talking about ?

Not true. No one ever provided proof that this was the case. It does say it has to be "paid" as each week goes along, but it doesn't say that there has to be cap room. It actually does say that NLTBE incentives CAN be pushed to the following year. Hardy's per game bonus incentive is classified as NLTBE.

As far as the way I read it, we don't have to have the cap room for Hardy this year. If we do have available cap room when we start paying out the bonuses, those payments would deduct from whatever cap room we have available. If we reach zero cap room available, then whatever overages count against next years cap.

How that's all managed throughout the year is a different story. How much we want to have available throughout the year is the question. More importantly, how much do we want available at the end of the year.

Dallas HAS to account for the 580k per week as Hardy plays. They owe it to him and they have to pay him weekly. They need to set aside up to 8m for Hardy's contract.

There is no specific rule about going over the cap because teams are not permitted to go over the cap. If Hardy's weekly bonus means Dallas runs out of cap space in Week 4, that means their roster is frozen until they get compliant.

Technically it appears that they could remain in the red for weeks, but being locked from making any more roster moves is a punishment. If the League feels Dallas is intentionally trying to skirt the cap they can fine them up to 6.5m dollars and take 2 draft picks.

The idea that they could intentionally push some of Hardy's cap charges to 2016 using this method is flirting with getting a huge fine and the benefits are not worth the risk and locked roster. Dallas has the space and can create more as needed. Any extra space can get rolled over.

ARTICLE 14
ENFORCEMENT
OF THE SALARY CAP
AND ROOKIE COMPENSATION POOL
Section 1. Undisclosed Terms:
A Club (or a Club Affiliate) and a player (or a Player Affiliate or player agent) may not, at any time, enter into undisclosed agreements of any kind, express or implied, oral or written, or promises, undertakings, representations,
commitments, inducements, assurances of intent, or understandings of any kind: (a)
involving consideration of any kind to be paid, furnished or made available or guaranteed to the player, or Player Affiliate, by the Club or Club Affiliate either prior to, during, or after the term of the Player Contract; and/or (b) concerning the terms of any renegotiation and/or extension of any Player Contract by a player subject to a Franchise Player or Transition Player designation.
Section 2. Circumvention:
Neither the parties hereto, nor any Club or player shall
enter into any agreement, Player Contract, Offer Sheet or other transaction which includes any terms that are designed to serve the purpose of defeating or circumventing the intention of the parties as reflected by the provisions of this Agreement.
However, any conduct permitted by this Agreement shall not be considered to be a violation of this Section110 the Commissioner’s disapproval is upheld, the player and the Club shall have ten (10)days to attempt to renegotiate such Player Contract notwithstanding any other time period set forth in this Agreement. The System Arbitrator does not have the authority to impose any revisions to such Player Contract on the player or the Club.



Section 6. Sanctions:
(a)Players and Agents
In the event that the System Arbitrator finds a violation of Subsections1(a) or 1(b)of this Article, for each such violation: (i) (1) the System Arbitrator may impose a fine of up to $500,000 on any player or player agent found to have committed such violation, and (2) shall, unless the parties to this Agreement otherwise agree, order the player to disgorge any undisclosed compensation found to have been paid in violation of Section 1 of this Article unless the player establishes by a preponderance of the evidence that he was unaware of the violation; and (ii) the Commissioner shall be authorized to void any Player Contract(s) that was (or were) the direct cause of such violation.
(b)Clubs.
In the event that the System Arbitrator finds a violation of Subsection 1(a) of this Article, for each such violation, the Commissioner shall be authorized to: (i) impose a fine of up to $6,500,000, payable to the NFL, upon any Club found to
have committed such violation; (ii) order the forfeiture of up to a maximum of two draft choices (without limitation as to round) by the Club found to have committed such violation;
