Yes, they are nearly $9 million under the cap right now. The problem is that they are counting on carrying as much as that as they can over to next year's cap so that they can resign some of the guys they ant to keep. They want to spend as little as possible so that they have more to carry over.

But if they were both one year deals, why would that be an issue?
 
Have to agree what do they have to lose? Its only a one year commitment, enough time to address next year in draft. If he flames out you still can go to the original plan and have Bern start.

Any cap space saved this year could be allocated into next years cap, which the Cowboys will be tight up against. So what do they have to lose? Resigning Jason Hatcher or Anthony Spencer, or even getting a quality replacement next offseason.

Exactly, they would like to roll as much of this years cap $'s into next year as they can, for the reasons you state as well as thinking about monies for Lee, Dez & potentially Carter.
 
I go to work every day ONLY for the money.

Do you think you would work hard during your vacation to prepare yourself for your job and bust your butt through injuries once you were guaranteed five million dollars for the year? Because that's the problem with sports. You have to find the guys who once they get the money will still bust their butt for the love of the game.

While I only go to work for the money, if I am going to do something, I want to do it well. It's called pride in what you do and doing a job well, even if you are doing it for the money. From what I have read about Waters he seems like that kind of guy. I don't think him wanting to be paid what they job/ his skill level at the job is worth. Is any indication, that once he takes the job he will not have pride in what he does or that he will not do it well just because he wants to be paid or has been paid.

Because the unused cap space for this year is added to the cap next year, thus, increasing next year's total cap number. They are counting on that increased cap number to be able to fit several large contracts for guys like Lee and Bryant. The more they spend this year, the less they can carry over to next year.
 
My opinion is that there is mutual interest on both sides, but money and camp are the two factors causing delay. He held out for the Patriots camp in 2011 so looks like more of the same. He has no experience with our line so I don't like the idea of him arriving after camp is over. I want him to start game 1 and we need him here to groove it all in.

That's all well and good but if the team feels like they need him here, then they need to pay him to be here. That hasn't happened and that's not his fault.

I can see this happening, Dallas did release a Guard yesterday, after I saw it Waters who I though about.

Another thing you have to remember, is that teams need to keep some reserve during the season to sign players to replace those that got injured. Those salaries tend to be relatively small, and of course, only the top 51 count, but think of how much we had to spend last year to sign one guy after another off the street.
 
When does the team return from Oxnard?

Not totally sure, but I believe it's after next week's game against Arizona. They typically come home after that second game (in this year's case, the third).

Yes. It was part of the new agreement that teams can carry over unused cap space to the next year for the first few years I think. I don't think its an ongoing thing for the life of the new deal. They carried over $3-4 million from last year I believe.
