LOL! Yeah. Well, I see your point.

Perhaps we have different expectations of cliffhangers.
For me, a single film or series of episodes is underwritten with a plot and a twist in a plot is equivalent to a cliffhanger.
Watchmen's initial season is primarily built upon the Seventh Cavalry's plan. Other components feed into it but that is the essential plot.
The plan or plot has not completely played out. In my opinion, a slight or significant change in the expected outcome of the plot would meet my requirements for a cliffhanger. At this point, the main plot is suspended at:
- The predicaments of John, Blake and Veidt
- Lady Trieu and Angela grandfather's counter measures
Other subplots dealing with John and Veidt's children (big props to Sara Vickers and
Sleepy Hollow alum Tom), Looking Glass, Trieu's daughter, and even Angela could be argued as irreplaceable keys for the current direction of the plot but the above two are the main loose ends I would expect the show to tie up before the season ends.
Of course, a cliffhanger could be argued as a loose end in-and-of itself. Even so, I think the ending for episode seven would leave the show looking pretty ragged for its next season. My expectation is the show and HBO will leave its audience with a typical "What the? Huh? Where did this come from?" curve ball after all the pitched strikes we have gotten thus far. That is the cliffhanger I expect.
