Because you're going have a difficult time finding quality DEs and CBs on the FA market that are not going to cost a lot of money.There is a pretty big wide area between spending a ton on big name FAs and then hitting the bargain bin thinking you can sign bad players and make them into quality players that fix glaring holes on this team.

They weren't going to replace Garrett after a 13-3 season. But if this season becomes another non-playoff year, it's time for a change.

The real issue here isn't the rookies, it's the fact that the front office figured guys like Heath and Carroll would be effective enough to let them develop.
So again, it's either spend a ton on say Bouye or sign trash like Carroll? There's no in between?

Regardless of what you think of Carroll, there was a market for his services this past off season, with Carroll being a bridge starter until Awuzie, or Lewis is ready to take his place.I understand player development.
