It's pretty clear he intentionally lifts him up and slams him down. When he first wraps him up all he has to do is drop his body weight, but instead he attempts and executes a body slam. That is by definition a penalty.

If you're strong enough to pick them up and body slam them, then you're strong enough to just hold them as a tackle stop their momentum until the whistle is blown. The slam was unnecessary.Exactly... I guess it's possible that the particular defensive player had been pushing the limit on the rules previously and the refs just decided to put a stop to it, but I don't know that for a fact.
No it's wasn't. It's just like the horse collar. Certain ways of tackling are against the rules based on player safety and lifting a player off the ground and body slamming him is one of those banned techniques. You should familiarize yourself with the rules. It's not hard to do really. All you have to do is pay attention as you watch the games.
It absolutely is a penalty. You cannot pick a player up as far as you can and slam him to the ground. It doesn't matter how hard he hits the ground. The very act of doing it is a penalty. The league has determined that once you have the ball carrier picked up in the air, the play is over because his momentum has been stopped. The act of then slamming him to the ground is unnecessary roughness after the play is over. If that wasn't the rule, you would see defenders doing that numerous times a game.
