As a franchise, you do not draft a 1st round QB with the expectations that he will be 2nd string.
Cleveland is in a tricky situation.
If they continue to overachieve and win important games late in the season with Hoyer as QB, the organization, players on the squad, and even the Browns' fan base will believe Hoyer is their future leader. And why not, Manizel has proven nothing so far.
The longer Manizel is riding the bench, his trade value will plummet overtime.
Prior to the draft, if the Cleveland brass did a better a job at evaluating their roster they would have realized that a QB in the first round was not needed.
Does Dallas trade for Manizel?
Given Romo's tenuous health situation which will cause uncertainty about his future performances, if Jerry can finesse the Browns for a 3rd round pick for Manziel, it could be a fair deal (in 1987 the 49ers traded a 2nd round and a 4th round pick to the Buccaneers for Steve Young).
Inevitably it requires some risk and vision, but the potential return on the investment could be worthwhile.
